Why does the Utah Board of Pardons even have a sentencing matrix when they never use it?
In my ten years of working with the Utah Board of Pardons, I don't recall a decision rendered per the sentencing matrix. It's always referred to in the hearing, but never complied with. I understand there are many other factors considered, but what good is a matrix when it is ignored? What can be done to improve this problem and why is the Board of Pardons "unlimited"? I've watched punitive enhancements be imposed as well as sentences reduced. Should the BOP be permitted to mock court decisions with impunity?
