Do you think she needed to have a c-section instead?

My sister in law gave birth today. She is 40 weeks today and at 6am her water broke. She was taken to the ER and checked and 4cm dilated. by 7:30am she was fully dilated. But her son was still very high. She kept on pushing but nothing was happening. So they checked her and saw that he was still high so they started to push him down from her upper tummy. Push and push for hours until he crowned, and around 10:30am he was born. He was positioned in a bad way and his hand was on his face which made a huge tear from the front to her !!!!!!! She has lots of stitchess... and didnt get an epidural bec they just were affraid it would slow down the contractions. She wants a c-section with her second, but we are wondering, was it better for her if she had a c-section? POOR HER! :(
